Executive Leadership Team
Hannah Hinton
Hannah Hinton is Vice President of Organizational Development & Compliance for the Center. A native of Gainesville, Florida, Hannah served as Associate Commissioner for Compliance and Senior Woman Administrator at the newly created Mountain East Conference (MEC; NCAA Division II). Hannah created, developed, and refined the MEC’s compliance program with an emphasis on organizational transformation. In 2015 she was named the organization’s Chief Diversity and Inclusion Officer, in which role she provided strategic and programmatic leadership for the conference.
Hannah served on multiple Division II committees including its Management Council, Committee for Women’s Athletics, National Tennis Committee, and Membership Appeals Committee (which she chaired). She earned a bachelor’s degree (magna cum laude) from the University of Cincinnati in 2007, where she played #1 in singles and doubles tennis and led the team as captain for two straight years. She earned a juris doctorate from the Boston University School of Law in 2010 and was admitted to the Georgia Bar in 2011.
Vice President, Organizational Development & Compliance
Hilary Nemchik
Hilary joined the Center in 2022 and is the Vice President, External Affairs, leading the organization’s communications and marketing strategy aimed at engaging athletes, raising public awareness, and elevating the Center’s abuse prevention resources.
Prior to joining the Center, Hilary led a public-service-driven career working in local government in New York City and San Diego. She’s focused on gender equity and violence prevention and has developed a specialty in legal communications.
Hilary served as Director of Communications for the San Diego City Attorney’s Office, where she implemented media strategies to educate the public about city services available to survivors of domestic abuse, sexual violence, and human trafficking as well as other vulnerable populations.
Hilary earned bachelor’s and master’s degrees in Communication from Northern Arizona University. She has been recognized as one of San Diego Business Journal’s 40 Under 40 and has received an Outstanding Service Award from New York City-based St. Luke’s Roosevelt Crime Victim’s Treatment Center.
Hilary resides in Phoenix, Arizona with her family and enjoys practicing yoga and hiking with her beloved mutts.
Vice President, External Affairs
Jessica Perrill
Jessica Perrill is General Counsel and the Vice President of Response and Resolution for the Center and brings fourteen years’ experience as a senior lawyer at the Colorado Attorney General’s Office. She served as managing attorney for one of the largest legal teams at the AG’s office, overseeing sixteen attorneys and five paralegals and guiding the litigation strategy for her department. Jessica began her career litigating cases involving child abuse, neglect, and the mistreatment of at-risk adults, on behalf of her client, the Colorado Department of Human Services. Jessica has extensive experience training and coaching attorneys and is skilled at finding practical solutions for complex legal issues and process-related concerns.
Jessica earned a B.A. from Connecticut College, where she played Division III soccer. She then went on to earn a Juris Doctor from the University of Colorado School of Law. She currently serves on the Board of Directors of Warren Village, a local Denver non-profit organization that helps low-income, single parent families achieve sustainable personal and economic self-sufficiency. Jessica lives in Denver with her family and enjoys all that Colorado has to offer.
General Counsel & Vice President, Response & Resolution
Monica Rivera
Monica Rivera (she/her) is originally from the East Coast and has been working in the field of interpersonal violence advocacy and prevention education for over 17 years. Monica holds an undergraduate degree in Sociology from Syracuse University, and a graduate degree in Sociology from Colorado State University. Most of her professional career has been in higher education, where she served as director for a 24-hour interpersonal violence confidential crisis center on a large college campus. She is also an adjunct faculty member in the Departments of Ethnic Studies and Women’s Studies. Before joining the U.S.Center for SafeSport in 2023, she served as the Executive Director for Violence Free Colorado, the state’s interpersonal violence coalition. Monica’s honors include presenting a TedX Talk, and being a featured content expert on CBS Evening News Special Report, NPR, PBS, and in The Atlantic. Her published work includes Education Week’s “10 BIG Ideas Special Report,”and she served as chapter co-author in “New Directions for Student Services: Addressing Sexual Violence in Higher Education.”
Vice President, Education & Research
Kyle MacTaggart
Kyle MacTaggart (he/him) is Deputy General Counsel and came to the Center following a career in public service by way of criminal prosecution and civil litigation. He earned a B.S. in Psychology at Pacific Lutheran University, where he played basketball for four years and captained the team for his final two. Kyle obtained his J.D. at the Seattle University School of Law and went on to prosecute a wide array of criminal matters, which included sexual assault, child abuse, and domestic violence crimes in Washington State. After moving to Colorado, he served as a Special Assistant United States Attorney in the Civil Division of the District of Colorado’s U.S. Attorney’s Office before joining the Center as an Associate Legal Counsel in 2021.
As Associate Legal Counsel, Kyle became proficient with the SafeSport Code, MAAPP, and Response & Resolution (R&R) processes, advised the R&R team at every stage of those processes, and represented the Center in hearings and arbitrations. He is a member of the bar in both Washington and Colorado, and currently lives in the Denver metro area with his family.
Deputy General Counsel
Jocelyn Shafer
Jocelyn Shafer serves as Deputy Vice President of Intake and Resolutions, leading a diverse team of Intake, Resolution, and Process Navigation staff. Before joining the Center, she dedicated over 7 years to direct service victim advocacy, supporting survivors and their families through various roles in Washington State’s criminal justice system. She enthusiastically collaborated with neighboring Child Advocacy Centers, law enforcement, child protection agencies, mental health professionals, and school officials to make sure survivors’ voices are heard and valued.
Jocelyn joined the Center shortly after it was founded, where she enthusiastically developed and improved the intake processes. She and her team continually refine these processes by listening to the input from those the Center serves and fostering strong relationships with other organizations doing similar meaningful work. These days, Jocelyn happily spends her time in the Pacific Northwest with her family.
Deputy Vice President, Intake & Resolutions
Marna Steuart
Marna is a native of Colorado and joins U.S. Center for SafeSport as the Controller after serving as the Director of Finance/Controller at the Clyfford Still Museum in Denver. Marna has over 25 years of experience in the nonprofit and for-profit sectors, with a short stint in government at the Public Utilities Commission.
Marna started her career in public accounting at Coopers and Lybrand and went back to PriceWaterhouseCoopers to join their newly formed Internal audit services practice. She holds her degree in business administration with an emphasis in accounting from Colorado State University. She also has a CPA, CFE and CIDA licensing.
When not in the office, Marna is an outdoors enthusiast enjoying all types of things that keep her moving. Her current favorites are golf, swimming and yoga. She also enjoys creating art and hanging out with her two dogs, Smoot and Spud.
Controller/Interim CFO, Accounting & Finance
Eric Williams
Eric Williams provides leadership, vision, and program management for the Center’s Investigations Division.
Prior to joining the Center, Eric served as Deputy Director of Denver’s Department of Public Safety where he facilitated collaboration and enhanced operational efficiency by coordinating activities among first responders within the city’s emergency response system. Additionally, he launched the Public Integrity Division, while overseeing workplace investigations, time-sensitive policy violation determinations, and budget management. Eric worked for more than a decade in various roles at the Federal Bureau of Investigation (FBI), including as a Supervisory Special Agent in its Office of Congressional Affairs where he cultivated strategic partnerships and served as an advisor to FBI executive management. Throughout his career, he conducted high-priority civil rights and national security investigations. Before serving in the FBI, Eric worked as a Sexual Abuse Intervention case manager.
Eric is a licensed attorney and U.S. Navy veteran who earned his Juris Doctor from the University of Colorado, School of Law – Boulder, and a Bachelor of Science in Criminology and Political Science from Metropolitan State University of Denver.
